Steve Rahn is a Vice President & Associate General Counsel of Lincoln Financial Group. He manages the Enterprise Legal & Regulatory Services Section of LFG Law and serves as the Director of State Relations. He is responsible for overseeing legal work in the areas of tax law, corporate and insurance regulatory law, and intellectual property and technology law and for developing and implementing LFG's state legislative and regulatory strategies.  
 
Before joining Lincoln in 1985, Steve was a Deputy Director of the Indiana Legislative Services Agency, He is a a graduate of Kansas State University and Indiana University School of Law-Bloomington and was admitted to practed law in Indiana in 1977. Steve has also completed the Indiana University Kelly School of Business Executive Program and the three-year Public Affairs Institute program for senior public affairs executives.  
 
Steve has chaired and served on numerous industry and trade association committees and working groups. Currently Steve serves as chair of the Legislative and Legal Advisory Committee of the Association of Indiana Life Insurance Companies (AILIC) and is a member of that organization's Executive Committee. He chairs the American Council of Life Insurers (ACLI) Insurance Regualtory Steering Commitee and serves as a member of the ACLI's State Policy Strategy Group. Steve also chairs the ACLI Regulatory Modernization Committee, which provides technical and strategic guidance on state and federal regulatory reform efforts.  
 
Steve serves as a director on a number of industry and community boards. They include the California Life and Health Insurance Guarantee Association (Vice Chair), the Indiana Fiscal Policy Institute (Chair), Friends of the Lincoln Museum, the Northeast Indiana Corporate Council, and the Fort Wayne-Allen County Economic Development Alliance.  
 
Steve has written a number of articles and conducted presentations on insurance regulatory issues and public affairs. He testified before the U.S. Senate Committee on Commerce, Science and Transportation on federal involvement in the regulation of the insurance industry.  
 
His professional affiliations include the Association of Life Insurance Counsel, the Governmental Affairs Society of Indiana, and the American and Indiana Bar Associations.
